Operations continued on site during construction until Phase Two when the city occupied the new buildings, after which the remaining buildings were demolished and site work was completed. The project includes a new administration building with maintenance and fleet shops, a decant facility, and storage for vehicles and equipment. The total budget was set at $13,632,000.
